Kentucky State Police had initially reported that Carter was last seen at approximately 10 a.m. on Monday in the 400 block of Conley Street in Lexington. He is described as 5 feet 7 inches tall, with brown hair and brown eyes. Law enforcement agencies encouraged anyone with information about his whereabouts to immediately contact 911 or local police departments.
